While protection is a good reason to be under WEB-INF there is another reason to access assets or resources directly, as I indicated in my posts, viz. to avoid the mess of the serverside having to take account of where a browser assumes a file is. Using a class to access the assets or resources avoids this unfortunately part of the browser protocol because you use a protocol (Struts .do) rather than a URL.
