If you are planing to reuse elements of struts in something other as a webapp, it would be easier to rewrite then to adopt. Besides, without validation, action forms and taglibs (the reason why i do use struts) struts is a command-pattern-processor, and i think there are dozens of implementation maybe more suitable for your purposes outside.
