The tlds are not in struts.jar, check the Struts distribution, it is there, but I don't remember where it is :-P Anyway I had a similar problem when I used Apache Forrest as a webapp under the same Tomcat instance, it seems that Forrest changes the default XML parser, so that Struts TLDs are not parsed correctly, generating this error. If you have Forrest installed in that Tomcat instance, undeploy it and restart Tomcat. I don't know if it helps you. Ciao Antonio Petrelli
