Yes.
Attachment 13818 would encode parameter values using UTF-8. Of course if
you use that, you can change it to whatever you need. You'd use it like
this:
ActionRedirect redirect =
new ActionRedirect(mapping.findForward("doRedirect"));
redirect.addParameter("param1","value1");
redirect.addParameter("param2",2);
redirect.addParameter("param3",3.0);
return redirect;
