What precisely do you mean by "design a web site from scratch"? If you are looking for an HTML editor only, then have a look at this page:

In fact, some of what is listed are WYSIWYG tools and somewhat more functionality-laden programs. If you however mean more of a wizard-like tool, something that will accept some parameters from you and create a basic site, then I can offer no suggestions. On the question of letter pad and logo, I don't actually know what a "letter pad" is, but a logo obviously I do :) Two tools I always keep very handy for basic graphics work (not just web site graphics!) is Xara WebStyle and The Logo Creator. I'm not an artist by any stretch, although I've taken some graphics design courses, so while I can't draw things from scratch I *do* have a decent eye for design and can modify existing graphics very well. These two tools are wizard-like tools that will get you some excellent results. Especially if you can use Photoshop or Paint Shop Pro (my choice) a bit, then you can use what those two programs create as kind of a baseline and really get some good-looking results. They also happen to be pretty cheap, under $100 each as I recall. -- Frank W.
