You have to associate the DTD's URL to a local copy of the file (or at least that's how I do it). You can do this through the IDE Settings (I think the location differs depending on which version you're using). In this case, you'd map "http://struts.apache.org/dtds/struts-config_1_1.dtd" to the struts config DTD file.
