Errm... Actually I developed (alpha) a web-app generator which does exactly this, generates a complete struts-webapp, along with the service layer, data model, etc, from 3 short xml files. It generates the edit-view for the dynamical part of the site, and provides taglibs, so a more or less intelligent designer / html-er is able to produce a small website without actually write java-code.
