In theory, you could... But in practice it's virtually impossible (unless you're building an app with just a few pages/forms/actions).
I suggest you take a look at Tapestry - it uses more than simple pages (they are "instrumented" HTML, not even JSPs) that can even be designed by a designer totally agnostic of JSP and maintain their original form.
