Having choices is valuable only where the user wants a language that the browser is not automatically set to receive. Even then, the user can alter the language their browser will receive.

Often (for safety) the user is not allowed to "play around" with the settings :( In this case (even though it means one extra user-action) the choice can mean a difference in user-satisfaction.
