No doubt there were (are still are) some very highly unusable non-web
applications out there.

Many people share this preference.  There are some good reasons for it,
but also some good arguments against not.  Perfectly valid viewpoint
though.

I would say this is very highly environment-specific.  Going by my own
experience, I would say that only about 10% of the webapps I deal with in
my enterprise are as simple as you are talking about.  Even then I'm not
sure *any* of them are completely script-free.  This would echo what my
experience in other environment is as well.

The requirements themselves are dictating this by the way, not just some
developer wanting to do something cool.  Part of that comes from business
analysts that know fat-clients reasonably well and expect similar
experiences on the web.  We might argue they have the wrong mindset, but
it is what it is.  I happen to agree with them, but there is room for
disagrement there.

Depending on the target audience this can be good advice.  If you are
trying to reach the largest audience then indeed you should be thinking
simplicity... Anyone ever trying accessing a more "modern" site with a
browser on a cell phone?  Ugh!  Assuming it works at all, which is
doubtful, it is painful in the extreme to try and use it.  If this is a
possibility then I think what your saying is good advice Alexander.
