I checked out 1.3 from svn, compiled it and tried to run. Apparently, it cannot find chain-config.xml and throws exception. It is said here http://wiki.apache.org/struts/StrutsChain that chain-config.xml is in Struts distro. It is not in 1.2.6. On the other hand, 1.3 from svn has chain package, but no chain-config.xml in sight, which is supposedly should be in org/apache/struts/chain/chain-config.xml
