Yes, you can integrate Crystal Reports with Struts... I did a proof of concept of this a while back... actually, it wasn't in Struts, it was just straight servlets, but it will work the same. It requires getting the SDK, which they don't make easy to find for some reason. It's pretty simple though.
Business Reports is much the same from what I've seen (did some research because we're moving to BO here at work). Crystal and BO are now owned by the same company by the way, and they are slowly being merged from what our sales reps have told us. Just an FYI. For an open-source solution, I recommend DataVision (http://datavision.sourceforge.net/). Very good little tool.
