I believe the point was that this isn't an option. It seems to me, in this case, that the client wants more control over the application, but for various reasons won't be writing Actions, etc.

Therefore another way "in" to the system needs to be provided, whatever vernacular anybody wants to use.

To me it looks like a place where a different delivery mechanism, like XML, and subsequent transformation might be more appropriate: more service-oriented rather than page-oriented.
