I've not seen this, and I've probably run this combination at some point, though on Linux. If you can, I'd have to recommend just getting up-to-date and try JBoss 4.0.2, which has Tomcat 5.5.9, and you may as well get the newly released struts 1.2.7. From that stacktrace, it looked like your tomcat is missing a method around parsing taglibs or something. It's sort of hard to tell.
