Silly question, but it probably needs asking; What scope are you giving this form? I assume it is request.
I know it is unfashionable, but giving the form a scope of session will persist this HashMap for you (unless you reset it). If it was a String and I wanted to maintain its state across multiple pages I would add a hidden field with the property name. I know that this won't be possible with a map however.
