There may not be a performance issue...
probably could have some effect in startup (not sure if there are any though!) .

Mainly this would be done to make your config files more 'readable'
Also it makes sense to group the related ones together depending on functionality/module or whatever parameters that could separate/group actions/jsps/etc together.
