No. Most of the major changes in 1.3 are 'behind the scenes' and will not affect the way you configure and use the framework.
That didn't come out quite right. I meant that the changes in 1.3 don't *have* to affect the way you configure and use the framework, so you're not wasting your time reading James' book. :)
