This is the part of my web-xml:

<taglib-uri>/WEB-INF/struts-bean.tld</taglib-uri>
<taglib-location>/WEB-INF/struts-bean.tld</taglib-location>
</taglib>

<taglib-uri>/WEB-INF/struts-layout.tld</taglib-uri>
<taglib-location>/WEB-INF/struts-layout.tld</taglib-location>
</taglib>
this is a part of a jsp:
<[EMAIL PROTECTED] uri="/WEB-INF/struts-layout.tld" prefix="layout" %>
When I use a layout tag I get the message
Metadata for namespace '/WEB-INF/struts-layout.tld' is not loaded.
but I can use it!
WEB-INF is capitalized
