I have developed a few applications using SiteMinder, but none where my site was responsible for authenticating the user. I believe that you are likely a victim of the inflexibility of the container based security specifications.

If you need a login to be effected within your container without an additional prompt to the user, odds are good that you need to install some kind of extension to the container based security for your Servlet Container. Maybe Netegrity has something like this?
