yeah, I agree the navigation to *get* to that documentation isn't the most intuitive. I think it's a bit better with the Maven build Wendy pointed to, though.

Documentation | Developer Guides | { Bean Tags | HTML Tags | Logic Tags | etc } These currently reference two documents:
1.  The package description which has never made much sense to me
2. While named the API Reference it links to the taglib user reference (has this been changed recently? I'm sure it used to link to the API reference)
I would like two destinctions on this list of links:
User links such as:
 1. Taglib users reference
2. Taglib users guide (I'm not sure we have this yet, it is more convversational and includes some code examples)
Developer links such as:
 1. Package description (UML)
 2. API reference

How does this sound?

For the most part the docs in the Struts userguide (http://struts.apache.org/userGuide/index.html, then follow the 'Developer Guide' links on the left, and choose the taglib API reference) have been more than sufficient for our developers.
