Place this in your web.xml file:

<context-param>
<param-name>javax.servlet.jsp.jstl.fmt.localizationContext</param-name>
<param-value>com.omnytext.blah.blah.properties.ApplicationResources
</param-value>
</context-param>

Where ApplicationResources.properties is the name of the message bundle in
question.
