Here is the way I handle this problem for Turkish locale.
Write the resources file in UTF-8. Name it something like
ApplicationResources.properties-orig
Convert it using native2ascii
native2ascii -encoding UTF-8 ApplicationResources.properties-orig
ApplicationResources.properties
You have to run this every time you changed something in the original file.
