Currently you have following doctype: <!DOCTYPE struts-config PUBLIC "-//Apache Software Foundation//DTD Struts Configuration 1.2//EN" "http://jakarta.apache.org/struts/dtds/struts-config_1_2.dtd";> Please check this in your struts.jar file also. Doctype which is you are using is for struts-config_1_1.dtd.
