Huh, weird. I had to shutdown tomcat, remove the webapp from $TOMCAT_HOME/webapps and $TOMCAT_HOME/work/Catalina/localhost to fix the problem.

I think you have two "shale-clay.jar" files in your class path.  This class was 
removed but the xml file that defines the chain it is used in is in the
classpath under the same package (shale-builder-config.xml).
