This is overkill Frank. Anyone who votes, and has their vote listened to, counts. The act of being listened to is whether it counts, not whether it gets put in the binding or non-binding section. A -1 from a contributor is going to get listened to, regardless of whether or not they are a committer (still not a binding vote) or on the PMC. -1's must have justifications though, else they'll just get ignored.
