I have used Eclipse+Myeclipse to develop, and it is quite convinient, At least the build and deploy process can be done in a single step with myeclipse. Somes your change in your code does not affect dramaticly, tomcat with hot deploying will handle it withour restarting, but the othertimes you do have to rebuild the project and restart the server.
