Struts is not loading validator rules if the validator dtd can not be
retrieved.
On app server startup, the following is reported:

at java.net.PlainSocketImpl.connect(PlainSocketImpl.java:177)

After this, my app works fine except there are now no rules being
applied to my forms which poses a *slight* security issue.
