yup... that is what we have, our own resource bundle, but it appears the 
s:token tag has the bundle key hardcoded to use the Shale Bundle file.
   
  Is there a way to tell the Tag, or perhaps the whole taglib to use our custom 
bundle instead of the one included in shale?

Try configuring a message bundle for your application.

There is an example on this page:

Let us know if that doesn't work for you. (It's been a while since
I've worked with this, and I know there were some changes to Shale
Validation since then.)
