This isn't so much a Struts question as 'How do I get Maven 1 and Eclipse to work together?' If you haven't already, ask on the Maven users list. There are still a few people answering Maven 1 questions, though most of the list traffic is devoted to Maven 2. You can also look around old revisions of the Struts repository.
