First I tried adding a Win environment variable:
JAVAOPTS=-Xdebug -Xrunjdwp:server=y,transport=dt_socket,address=8000,suspend=n
My second attempt was to add the cargo.jvmarg to the /shale-apps pom.xml:

I can attach to this port in eclipse but it doesn't stop at any of the break
points. We are getting closer.
