Exactly. JSP does not allow a custom action to appear within another
custom action's attribute values. <html:link> is a custom action; <a> is
just an HTML tag.
<abc attr="<x:y>"... is OK
<a:b attr="<x:y>"... in invalid
If you're using Servlet 2.4 / JSP 2.0 or above, you can achieve what you
want like this:
<html:link href="/strutsAction.do?id=${obj.id}"/>">text</html:link>
