I've had this happen when I had a Struts Action which was written to return a 
PDF document.  I found a note somewhere online that says that IE (in some 
versions) sends a second request for these.

Ok the conclusion to this, when a double execution of an action occur, one
probably reason of that is the bad use of a html atributte that have the
caracter ' # '.
