If your main concern is books, then 1.1 is probably your best bet. 1.1 also happens to be in all likelyhood the most-used version even now. Paul is right, 1.3.5 does offer a lot, but you won't find any books on it yet, or even tutorials at this point, so most of what it offers above 1.1 you'll be on your own to exploit.

However, saying 1.1 means there are a lot of good features you won't get, so it's a tough decision given your criteria. Any of them will work in the environment you have, so it's not an issue there.

I'd probably echo Paul's advice in the end... might as well take the latest and greatest, with the understanding that the books you get may not be 100% accurate... then again, backwards compatibility has always been an important goal of Struts, so the books you find *should* generally still apply.
