Simply type, from the command line, "mvn eclipse:eclipse" and Maven will generate all the Eclipse-related project files. Add the '-Dwtpversion=1.0' flag to also generate Web Tools Project files.
For running the thing, I've had good experiences using the Jetty Maven 2 plugin.
