Hi, try with jslt <c:import>:

<%@ page language="java" contentType="text/html; charset=UTF-8"
pageEncoding="UTF-8"%>
<%@ taglib uri="/tags/smartcv2" prefix="s" %>
<%@ taglib uri="/tags/jstl-c" prefix="c" %>

<c:set var="filename"><s:message key='faqs.localfile'/></c:set>
<c:import url="${filename}" charEncoding="UTF-8"/>
