Sorry, I may not have been very clear about this. Your web app may likely not be configured to match the build of Tiles you are using. Check the web.xml and see if it matches the link below. If not you may either need to change your web.xml or move to a different build of Tiles. http://svn.apache.org/repos/asf/tiles/framework/trunk/tiles-test/src/main/webapp/WEB-INF/web.xml
