But this does not works.

BTW: I delete the struts-default.xml from the core.jar, it gives me
exception when startup. So it means the system still try to use this
struts-default.xml. Why?

I haven't tried modifying that setting, so it's possible this is a bug. However, have you verified that the struts.properties file really is deployed in the right location? Have you tried setting other configuration values to confirm those are picked up?

Try to narrow the scope of the problem as much as possible then post again with the results.
