I think this question was posted the other day. You can set startDate="dateInThePast" and have a getInThePast() methodin your action (which needs to return an string, in 2.1 it will take a Date object also).
As for the time picker, the dojo datepicker widget, in version 0.4.1 was so broken that it was barely functional, some workarounds were added to make it work, but I'm sure it has plenty of bugs.
