Hmm, the struts.apache.org/2.x/docs site is a static export of the cwiki, so I wouldn't expect the link there to be pointing to the wiki at all. I do see the same thing when I follow the steps you outlined, though, so there's definitely something awry.

Could you file this as an issue in Jira, including the steps to reproduce? Hopefully someone who knows more about how the cwiki gets mirrored to the static site will know how to fix the problem.
