Take a look at: http://struts.apache.org/2.x/docs/tag-syntax.html
There you can read "value is an Object !".
So, you have to use the param tag like that:
<s:param name="param" value="%{'666'}"/>
if you do
<s:param name="param" value="'666'"/>
the tag tries to find a property named get666, that probably doesn't exist.
