Ah..that "parameter", my bad. Just to make it easier to figure it out
break it down to:

<s:set id="field" value="%{parameters.name}" />
<s:property value="fieldErrors[field][0]" />

now this is kind of a dumb question, but are you sure there is an
error for that field?

<s:property value="fieldErrors" />
