Is this with a GET or POST request? If you are using GET, remember that the URI encoding might be interfering. If you are using UTF-8 as your page encoding, you'll probably want to use UTF-8 as your URI encoding. The settings for this should be in your application server. (For instance, if you use Jakarta Tomcat, you can set the "URIEncoding" attribute on your <Connector> element in server.xml.)
