Hils-H, Could we solve some of these issues with your proposal for the <s:html>, <s:head>, etc.? It seems the first instance of using one of those tags would set a flag in the request or session that the Javascript had been loaded and we'd not output it again. We could also do something similar to what MyFaces Tomahawk does with their extensions filter.
