At Apache, the activity cannot be measured as "number of releases per year", that you can see, for instance, at Eclipse. There is no schedule and no deadline, since we are all volunteers. As Jeromy stated, you can monitor the activity by seeing messages in the Struts Developers mailing list, or in the list of resolved issues and the commits in SVN. And I have to say that Struts 2 is *very* active.
