i have solved it
it is because
in web.xml i had wrote
<filter-mapping>
<filter-name>struts2</filter-name>
<url-pattern>*.do</url-pattern>
</filter-mapping>
inspite of
<filter-mapping>
<filter-name>struts2</filter-name>
<url-pattern>/*</url-pattern>
</filter-mapping>
