It was a bug that seems to be fixed:
https://issues.apache.org/struts/browse/STR-1636
It is fixed in "1.2 Family": I checked and it is fixed in Struts 1.2.9.
I suggest you to upgrade to Struts 1.2.9 or, better, to 1.3.8.
