OK, I answered my own question. Apparently I can use the struts.custom.i18n.resources property and specify the fully-qualified class name of our custom ResourceBundle.

Our application uses a custom database-backed ResourceBundle. I see that in Struts 2, resource bundle files can be specified using the struts.custom.i18n.resources property. Since we aren't sung resource bundle files, how can I specify the class of our custom ResourceBundle?
