That's strange, it seems that it is not flushing the content... I think this is a bug, but I cannot guess what the problem is at the moment. Could you open a JIRA ticket, attaching a sample webapp (with source)? https://issues.apache.org/struts/ In the meantime, try to simply add some newlines at the end of the Tiles layout page, probably the last part of the page will show up...
