Probably. According to the source file: http://svn.apache.org/repos/asf/struts/struts1/tags/STRUTS_1_3_8/core/src/main/java/org/apache/struts/chain/commands/servlet/PerformForward.java it seems that a request dispatcher is not found, that is *really* strange, and, IMHO, can only happen when a webapp did not start correctly.
