I have done it like this.

// code in my action

   private String[] skill;

   public String[] getSkill() {
       return skill;
   }

   public void setSkill(String[] skill) {
       this.skill = skill;
   }

   public void prepare() throws Exception {
       skills = new ArrayList();
       skills.add("Java");
       skills.add("C#");
       skills.add("Spring");
       skills.add("Struts 2");

       skill = new String [2];

       skill[0] = "Java";
       skill[1] = "Spring";
   }
//jsp

<s:checkboxlist name="skill" list="skills"/>

Java and Spring check boxes will be selected.
